Chairman's Report
Pinellas Public Library Cooperative, Inc.
January 26, 2010

The PPLC Board of Directors continues to monitor the goals established in the 2008-2011 Cooperative Long Range Plan and diligently work toward accomplishing its objectives. Board members actively pursued goals involving the Cooperative's financial status, board development, Cooperative structure, and public presence.

Three major initiatives were authorized by the board in 2009. Contracts were signed with Greystoke Consulting, Inc., RMG Consultants, Inc., and Florida Philanthropic Advisors, LLC. Pat McClintock, Vice President, RMG Consulting, Inc. is conducting a PPLC Governance Assessment to provide the board with a current view of the Cooperative structure. The report will assist the board in evaluating structural options in advance of the Interlocal Agreements sunset in 2013. John Elbare, Florida Philanthropic Advisors, LLC has been engaged to develop a Fund Development Plan for the board's consideration. The plan will provide the board with the necessary information to make an informed decision about future fundraising objectives. Doug Elliott, CFP, Greystoke Consulting, Inc., was engaged as an investment advisor for the Cooperative, in April of 2009. The board approved and Investment Policy Statement and allocated $150,000 from the Irene P. Murphy Estate as an initial investment. The Finance Committee continues to meet on a regular basis to ensure that the board is fully informed on the financial status of the Cooperative In addition to the above contracts board members have developed an informative power point about the Cooperative; a Director's Skills List was approved to assist in board recruitment, and a special anniversary celebration is being planned.

Board members also continued to campaign for libraries and their services by maintaining an active role in meeting with local governing agencies, state elected officials, and the library community. All members of the Pinellas County Legislative Delegation received visits that were attended by members of the board, the PPLC Executive Director, and member library directors. Board members traveled to Tallahassee in conjunction with the Florida Library Association sponsored Library Days advocacy campaign. In addition to their attendance the board continued to provide financial support for the event by contributing $500 to the Friends of Florida Libraries Honor Roll. With the economic outlook continuing to look bleak, and the threat to library funding even greater, the board is aware of the need to be strong and vocal advocates for library services.

The PPLC Board held board meetings offsite at three member libraries in 2009 continuing their efforts to become better informed of member libraries, their programs, and facilities. The board also relies on the Library Director's Advisory Council Chair to share items of interest to the board at their monthly board meetings. Current and in-coming board members also attended the annual retreat and orientation that was held on September 25th at the Weedon Island Preserve. In addition to providing new board members with orientation materials the retreat provides a vehicle for board members, library directors, and staff to learn more about each other and how they interact in the Cooperative.

The Board reviewed and approved seven requests for reserves funds in 2009. The Dunedin Public Library was approved for $900 for their game room; Largo Public Library was approved for $2,500 for Genealogy materials, and $11,000 for a digital film scanner; the PPLC Deaf Literacy Center was approved for $7,414 for furniture; PPLC was approved for $150,000 for delivery trucks; Safety Harbor Public Library was approved for $15,500 for newspaper preservation; and the St. Petersburg Public Library was approved for $32,000 for the North Branch Library.

The multi-county contracts for the provision of Talking Book Library Services continued in 2009. Manatee and Sarasota County patrons continue to receive Talking Book Library Services through the PPLC Talking Book Library. The board approved the PPLC FY 2010 budget, the Cooperative budget for the 2010 fiscal year, and adopted the annual plan of service for submission with the state aid application.

Due to a mid-term board vacancy three board candidate interviews were held in January 2009. As a result of those interviews Sarah Haynes was elected to the board through the 9/30/10 term of office. Seven applications were received for potential board candidates for the October 1, 2009 — September 30, 2012 board vacancies. Mona Lisa Johnson, and Barbara Ponce were each elected to serve a three-year term of office. The At-Largo District 2 vacancy for the 10/01/08 — 9/30/11 term was filled by the Pinellas County Board of County Commissioners by Madelyn Liss in September 2009. The At-Large District 3 position for the 10/01/09 — 9/30/12 term was filled by Chris Bullet in November 2009. The following board members were elected to serve as executive officers in 2009/2010: Irv DeToro, Chairman; Marilyn Chapman, Vice-Chairman; and Danielle Harkins, Secretary/Treasurer.

The Pinellas Public Library Cooperative was audited by the firm of Barton & Company and was judged to be in good financial condition. The board is continuing to contract with the firm of Price, Donoghue, Ridenour (PDR) for accounting services.

It has been a privilege to serve a second term as chairman of the Pinellas Public Library Cooperative's Board of Directors. I appreciate the support and dedication of my fellow board members as we look to the future of the Cooperative and work to ensure its continued success in the years ahead.

Term 10/01/07 – 9/30/10

Mr. DeToro, a resident of Palm Harbor, serves as the Board of County Commissioners At-Large District 1 representative. Currently, he is a Vice Chairman of the East Lake Community Library Advisory Board, and Vice President of the Lansbrook Master Association Board. In his professional career, he served in senior management positions for the Xerox Corporation. In 1983, Mr. DeToro participated with other industry representatives in the White House Conference on Productivity. He was also selected by the White House to serve on the Private Sector Initiatives Panel and he participated in preparing a National Medal for Productivity recommendation for the White House. He has also authored several articles and books on improving organizational performance. He brings his years of business management experience and leadership skills to the Board.

Marilyn Chapman Marilyn Chapman

Term 10/01/08 – 9/30/11

Ms. Chapman, a resident of Tarpon Springs, is very active in the library community and has served as a member of the Tarpon Springs Friends of the Library as well as a Committee Member for the Sol Peska Film Festival for four years. She also has participated with the local schools in her area serving as an officer for the PTA. In recent years, Ms. Chapman has participated on the Marc Anderson Fallen Soldier Scholarship Committee and been a member of the Tarpon Springs Library Advisory Board. She brings her experience in public service and cultural affairs to her role on the Board.

Danielle Harkins Danielle Harkins

Term 10/01/08 – 9/30/11

Mrs. Harkins, a resident of St. Petersburg, is very active in the community and currently works closely with the Juvenile Welfare Board's Mid-County Community Council. Her passion for literacy is incorporated into her position with the Lealman Asian Neighborhood Family Center located in unincorporated Pinellas County. Her background in Interdisciplinary Social Sciences and Early Childhood Education provides a focus on family literacy efforts in the community. She brings her passion for education to her role on the Board.

Patricia Bauer Patricia Bauer
Term 10/01/07 - 9/30/10

Patricia Thomas Bauer, recipient of the USF Jean Key Gates Distinguished Alumni Award for 2007, is a Florida native who earned her BA in Education from Stetson University, her MA in Library Science from the University of South Florida and her PhD in Library and Information Studies from Florida State University. Dr. Bauer served as a classroom teacher for 10 years and school media specialist for 15 years before joining the SLIS faculty at USF in 1999. She has been active in community and professional organizations which offer opportunities to serve as an advocate for quality library service for children in both school and public library settings. Currently Dr. Bauer serves on the Board of Directors of the Pinellas Public Library Cooperative, the Literacy Council of Upper Pinellas, and Volunteers for Adult Literacy in Florida. Since her retirement from full time teaching she is an adjunct professor for the USF School of Library and Information Science. Pat lives in Dunedin with Tom Bauer, her husband of 40 years. Their son, Edward Bauer, is an attorney in Tallahassee.

Robert Chris Bulleit Robert Chris Bulleit
Term 10/01/09 - 9/30/12

Mr. Bulleit, a resident of Tierra Verde, serves as the Board of County Commissioners At-Large District 3 representative. He is a retired business professional specializing in finance management. Mr. Bulleit was a finance professional at William R. Hough & Co. of St. Petersburg for over 20 years and also served on the Board. Currently, he serves on the Board of Directors for the St. Petersburg Country Club and is also a volunteer for The Hospice of the Florida Suncoast. Mr. Bulleit brings his years of financial management experience to his new position with the PPLC Board.

Ms. Johnson, a resident of Palm Harbor, serves as an active member of the community focusing on children and families. She is the Community Relations Coordinator for the Juvenile Welfare Board Task Force on Youth. Ms. Johnson is also a Board member of the Palm Harbor Chamber of Commerce, and President of the Palm Harbor Rotary. She also supports the Friends of the Palm Harbor Library as a Sustaining Member. Ms. Johnson brings her years of experience in psychology, marketing and youth development to her position on the Board.

Madelyn Liss Madelyn Liss
Term 10/01/08 - 9/30/11

Ms. Liss, a resident of Largo, serves as the Board of County Commissioners At-Large District 2 representative. She is a retired educator with over thirty-five years of teaching experience. Ms. Liss is an active member of the community and has served in leadership positions with several community agencies including the Jewish Community Center of Pinellas and the Menorah Manor Guild. She is currently the President of the Seminole Friends of the Library and supports the library through additional volunteer time including her efforts with their Gift Shop. Ms. Liss brings her experience as an educator and her passion for children to her position on the Board.

Barbara Ponce Barbara Ponce

Ms. Ponce, a resident of St. Petersburg, has been a member of the professional library community for over thirty years. Before her retirement in 2008, Ms. Ponce served as the Department Head for the Library, Parks & Recreation, and Media & Public Events Divisions for the City of Pinellas Park. She has devoted her time and talents to various library projects on both local and statewide levels. Ms. Ponce brings her lifelong commitment to libraries and, specifically, public library service to her position on the Board.
