    June 28, 2023 Minutes

    1. Call to Order: Karen Roth, Chairman called the Board Meeting to order at 3:36 pm.
    2. Roll Call: Martha Frenchek conducted Roll Call.
      Present: Karen Roth, Michael Jefferis (Via Conference Call), Henry Schubert, Jeffrey Gellermann, Nancy McKibben, Angela Pietras, Lisa Kothe, and Cheryl Morales. A quorum was represented. A guest (Barbara Mellon) called in to join the meeting.
      Absent: Michael Delk, Lynne Faimalie, Brian Lowack
      Guest: Jay Daigneault -PPLC Attorney Community Member Barbara Wilson (Via Conference Call)
    3. Minutes from April 26, 2023, Board Meeting were accepted as presented (Pietras/Jefferis).
    4. Monthly Financial Committee Report -Henry Schubert, Treasurer
      1. Level Four Management Report: April/May 2023
      2. PDR Account Financial Statement: April/May 2023 Schubert commented that all reports are in order. Level 4 Representative attended the Finance Committee meeting. The committee with work with Level 4 to review investments. PPLC received $60,000 (Beverly Dennis Trust) for the Talking Book Library. Funds are restricted and are not to be used for operating expenses or salaries. Morales proposed using the trust fund for the TBL atrium repair, and the finance committee agreed.
    5. Correspondence: Roth presented an email that was sent to the Board. The issue is not under PPLC Board purview. The email was forwarded to the Director of the Palm Harbor Library.
    6. Executive Director’s Report -Cheryl Morales
      1. Building/ Admin.
        1. Building/grounds -Project planned to seal parking lot and repaint wheel stops.
        2. 2 current staff vacancies (Countywide Services Manager & IT Manager).
        3. Interlocal Agreement amendment/ renewal process is underway.
      2. Countywide Services/ Member Libraries
        1. Countywide Services reports are included in the Agenda packet.
        2. DEIA SIG-participation in 3 days of the St. Pete PRIDE Festival 6.10.23, (Family), 6.24.23 (Adult &Parade), 6.25.23 (Street Festival). Morales added that member library staff were energetic and creative in engaging the public.
        3. 2 new Museums were recently added to the partnership program: Glazer Children’s Museum and The Collection of Palmetto. Morales remarked that these are very popular destinations.
      3. Executive Director Activities:
        1. Continued planning for the Countywide Staff Development Day at Sand Key Resort 10.9.23.
    7. Old Business:
      1. Policy Review – Education After some discussion, the Board unanimously approved the Education Policy, effective 7.1.23 (Schubert/Gellermann ).
    8. New Business:
      1. Annual update on FL Government in the Sunshine Jay Daigneault, PPLC Attorney, reviewed Laws & Open Meetings pertaining to the Florida Government Sunshine Law. Daigneault cited a recent Appellate Court ruling “(Damien Hennan) Gilliams v. State.”

    9. LDAC Report -Lisa Kothe Minutes of LDAC Meeting, April 10, 2023 Lisa commented on the following:
      1. April 10 meeting was a virtual meeting and not recorded
      2. Career Online High School funding was vetoed by the Governor
      3. Summer Programs are in full swing and back to normal
    10. Announcements/Miscellaneous: None
    11. Public Comments: Barbara Mellon thanked the Board for letting her listen in to the meeting. She now understands more about how library policies are set. Mellon is a Palm Harbor resident and said she is pleased with the library there.
    12. Adjournment: Roth adjourned the meeting at 4:48 pm.
