Minutes

  1. Call to Order: Michael Jefferis, Vice Chairman called the Board Meeting to order at 3:30 pm
  2. Roll Call: Martha Frenchek conducted the Roll Call.
    1. Present: Michael Jefferis, Henry Schubert, Lynne Faimalie, Jeffrey Gellermann, Angela Pietras, Lorie Tonti, and Cheryl Morales. A quorum was represented.
    2. Absent: Karen Roth, Michael Delk, Brian Lowack, Chris Moore
    3. Morales introduced Lorie Tonti the new LDAC Liaison from Seminole Public Library
  3. Minutes from the August 31, 2022, Board Meeting were accepted as presented (Schubert/Faimalie).
  4. Monthly Financial Committee Report – Treasurer Henry Schubert
    1. Level Four Management Report: August – October 2022
    2. PDR Account Financial Statement: August – October 2022
    3. Schubert commented all reports look good. Schubert stated the Financial Committee is working with Level 4 to improve reports. A new Financial Advisor will be assigned to PPLC.
  5. Correspondence: None
  6. Executive Director’s Report – Cheryl Morales
    1. Building / Admin.
      1. Building /grounds: events and plans – annual tree trimming, quotes for atrium restoration, annual insurance inspection, roof leaks persist, landscaping
    2. Countywide Services / Member Libraries
      1. DLC, TBL, reports included in Agenda packet for review
      2. Update on Career Online High School (COHS) – started out with 200 scholarship and remaining 10 scholarships will be used for Pinellas County students only
      3. Negotiating annual contracts for countywide databases and online services
    3. Executive Director Activities
      1. 9.23 TBLC Annual Meeting – end of 2 terms on the Board
      2. 9.28 PPLC Board Meeting canceled due to Hurricane Ian
      3. 10.1 New Museum Partners: Florida Craft Art, Safety Harbor Museum & Cultural Center, and St. Petersburg Museum of History
      4. 10.1 3% COLA increase for all PPLC staff
      5. 10.5 – 10.7 JCLC postponed until February 2023 due to Hurricane Ian
      6. 10.28 Flood Mitigation Task Force meeting
      7. 11.1 Soft launch for Library Service Center at the Lealman Exchange
      8. 11.14 First in person/hybrid LDAC meeting (5 members attended via zoom)
    4. Upcoming
      1. 12.7 – 12.8 Annual Library Director’s meeting in Tallahassee
  7. Old Business:
    1. Community Board Vacancies: 5 applicants – BCC reappointed Lynn Faimalie and Karen Roth. Jefferis commented positively.
  8. New Business:
    1. FY ’23 Budget Review: Morales reviewed the FY ’23 Budget. Schubert asked Morales to highlight any major changes. Morales commented that no State Aid is being used to support the Talking Book Library in FY’23. The Board unanimously approved the FY ’23 Budget as presented (Faimalie/Schubert).

    2. Annual Report

      Board reviewed and discussed the Annual Report.

      After a brief mention about Overdrive circulation data and a request for more details in next year’s report, the Board unanimously approved the Annual Report(Gellermann/Faimalie).

    3. Annual Plan of Service

      The Annual Plan of Service was reviewed.

      The Board unanimously approved the Annual Plan of Service (Schubert/Pietras).

  9. LDAC Report – Lorie Tonti

    Minutes of LDAC Meeting, August 8, 2022, and September 12, 2022, were reviewed:

    1. Ad-Hoc committee for E-Resources Assessment

    2. Circulation of New Materials

    3. New LDAC Board and SIG representatives for FY ‘23

    4. Update on COHS

    5. ILS new Policy

    6. Safety Harbor – new book bike and applied to be a Human Library

    7. Clearwater – Niki Butcher’s photography exhibit extended

    8. Seminole – new carpet

    9. FL Library Directors Meeting

    10. Florida Orchestra vouchers

  10. Announcements/Miscellaneous: None

  12. Adjournment: Jefferis adjourned the meeting at 4:35 pm.
