Minutes

  1. Call to Order:
    Mike Jefferis, Chairperson, called the Board Meeting to order at 3:30 pm.
  2. Roll Call:
    1. Martha Frenchek conducted Roll Call.
    2. Present: Mike Jefferis, Karen LaCorte-Nies, JP Gellermann, Veronica Ettel, BJ Gavin, Heidi Hugh, Nancy McKibben, Carol Weideman, Cheryl Morales, Martha Frenchek, and David McMurrin. A quorum was represented.
    3. Absent: Maggie Paluch
    4. Guests: Tina Fisher, SPC Collaborative Labs 
      Matthew David, Director, Palm Harbor Library
    5. Morales introduced 2 new Board Members:
      BJ Gavin (Coordinator for Unincorporated North County) replacing Nancy McKibben, and Dr. Carol Weideman, (Professor, St. Petersburg College) filling the unexpired term of Karen Roth.
  3. Minutes from March 26, 2025 (LaCorte-Nies/Ettel) & April 30, 2025 (Gellermann/Hugh)
    were accepted as presented
  4. Monthly Financial Committee Report:
    1. Level Four Management Report: April/May 2024
    2. PDR Account Financial Statement: April/May 2024
      LaCorte-Nies reported that finances are on track. The Finance Committee will invite the
      Investment Advisor from Level 4 to the next meeting to discuss recommendations for the
      Unrestricted Funds account.
  5. Correspondence: None
  6. Executive Director’s Report – Cheryl Morales The report was distributed without any discussion.
    1. Building/Admin.
      1. Planning meetings for the 2025 Countywide Staff Development Day in Oct.
      2. E.D. Evaluation Procedure/Form-committee participation
      3. Completed LED light fixture upgrade to 95% of the building
    2. Countywide Services / Member Libraries
      1. DLC and TBL reports included in the Agenda packet
    3. Executive Director Activities-since April Board meeting:
      1. 5.1 PPLC Annual Budget presentation to the BOCC
      2. 5.9 Care about Me – new (County Department) partnership
      3. 5.8 Courier warehouse meeting with courier contractor and subcontractor
      4. 5.16 Imagine Museum – summer program partnership
      5. 5.17 PPLC staff and Clearwater Lions – recycle for sight project
      6. 5.21 Collaborative Labs-planning for the Strategic Plan 2026-2030
      7. 5.25 Reading with the Rays kickoff at Steinbrenner Stadium
      8. 5.28 TIAA Webinar-Shaping America’s Retirement System
      9. 6.4 WMNF radio interview-Art in Your Ear, to promote
      10. PPLC Summer Reading Program “Color Our World”
      11. 6.7 St. Pete Pride Family Day – PPLC table with member library staff
      12. 6.12 Tampa Bay Ukulele Society – annual partnership meeting
      13. 6.13 New Board Orientation – Dr. Carol Weideman
    4. Upcoming:
      1. 6.26-30 American Library Association (ALA) Annual Conference, Philadelphia, PA
      2. 7.2-8.4 on leave (and remote work) 
  7. Old Business:
    1. Annual Performance Evaluation Committee Update
      Gellermann stated that the committee has developed a draft, which will be finalized for
      presentation during the August meeting.
  8. New Business:
    1. 2026-2030 Strategic Plan -Tina Fisher, SPC Collaborative Labs Tina Fisher provided a comprehensive overview of the Collaborative Labs and outlined the process for developing the Strategic Plan for the organization. Fisher commented to the Board to review the PPLC Strategic Plan before attending the all-day meeting at Collaborative Labs (Wednesday, September 24, 9:00 am-3:30 pm).
    2. Annual Plan of Service Morales presented and reviewed the Annual Plan of Service, which covers PPLC and Member Library activities for FY’25.The Board approved the Annual Plan of Service (McKibben/LaCorte-Nies).
  9. LDAC Report -David McMurrin Review of LDAC Meeting, March 10 & April 14, 2025:
    1. Presentation to LDAC by Collaborative Labs
    2. Gale Legal Forms -subscription under review
    3. Current Events
