  1. Roll Call – The meeting was called to order at 1:03pm by Lisa Kothe.

  2. Acceptance of Minutes from the April 2024 Meeting  – Motion: Dave McMurrin; 2nd: Lisa Kothe. Motion was approved.
  3. Old Business (moved up for guests)
    1. Friends of the Library Special Interest Group -Angela Porcelli; Peter Pearson.  Angela Porcelli reviewed work to date on the formation of the proposed Friends SIG and introduced Peter Pearson, formerly of the Friends of the St. Paul Library and founder of their library consulting service, who has been retained as an advisor to the Friends SIG, paid for by TBLC. A motion was made by Lisa to create the Friends SIG with Angela and Glenn serving as staff and director liaisons, respectively, and seconded by Dave McMurrin, with a caveat that a second staff member be added to the group, followed by a discussion, including questions. The motion passed.
    2. Circ Policy Committee: Bills paid over $50 -Dave McMurrin. Dave proposed doing away with the current policy of reimbursing the owning library for an item in value at $50 or more when a patron pays for said item at another library. A discussion ensued, including proposed modifications to the existing language and Dino shared a report that indicated that there had been only 9 instances of such transaction during the last three years. The group decided not to make any changes to the current policy; hence no motion or vote was required.
  4. SIG Meeting Reports
    1. E-Content: Jen: Sig met on May 30th and reviewed available funds, e-content trends and prioritizing items based on holds.
    2. Youth Services: Lois: Was not able to attend last meeting. Group is seeking a co-chair.
    3. Cataloging: Susan: Group met May 3rd, discussed record cleanup, file management, vendor records housekeeping. Next meeting: Aug 21st.
    4. Circulation/Borrower Services: Cari: Group discussed a public services policy, book club kits, and revisited the special services chart, asking libraries to update, inquired if state park passes would be available this year (No) discussed online card registration.
    5. Adult Services: Casey: Did not attend last meeting. Next meeting scheduled for August.
    6. DEIA: Cheryl: Group is gearing up for Pride Fest on June 22nd. Next tabling event will be at SPIFF Oct 17-19. Next meeting scheduled for June 12.
  5. New Business
    1. Request a change to the hold map to make Clearwater BOOKCLUB items non-holdable: Issues has been resolved, according to Jennifer.
    2. Review of eContent Trends – Cheryl; Usage of countywide Overdrive collection has increased while the budget has remained static, resulting in significant holds queues in some cases. Cheryl suggested each library allocate 10% of the funds they receive from the county for Overdrive over a several year period, which would increase the Overdrive budget by more than double. Would also allow for the creation of a county-wide Cloud Library account. Discussion followed, with some directors pointing out that they anticipate their budgets remaining flat for the foreseeable future. A suggestion was made to look at usage data for all county-wide e-content sources to see if funds could be re-allocated from some of those (underutilized) resources to Overdrive.
  6. PPLC Topics – Dino: Provided an update on the online registration initiative, including proposed parameters for holds, checkout, expiration date, etc., with a target implementation date of July 1st. Stat class must be manually input when patron comes to library to get physical card. Dave McMurrin moved to adopt the proposed parameters; Lisa seconded. Motion passed.
  7. PPLC Board Meeting Update – CM: Lois presented at the April board meeting. The board approved the public records request policy. Phyllis will present at the June meeting. No meeting will be held in July.
  8. Public Comment: None.
  9. Announcements from PPLC Libraries (10 minutes)
    1. Clearwater: Summer reading in full swing.
    2. East Lake: County approved funding for new light fixtures in main area. Will be closed Aug 6-9 to replace fixtures. 25th anniversary in Nov. Capital campaign underway for library expansion.
    3. Gulf Beaches: Due to recent loss of plant life, hired Wilcox to advise on use of native plants. Updated internet/wifi, patrons are happier. Madeira Beach Fundamental School recently donated materials for the next time capsule.
    4. Gulfport: Summer reading in full swing.
    5. Largo: Summer reading in full swing.
    6. Oldsmar: Hired magician for summer reading kickoff event. Roof leak has been repaired.
    7. Palm Harbor: Special meeting held attended by County Commissioners, Board members and other parties to provide a preview of the summer reading, which went well.
    8. Pinellas Park: Summer reading in full swing.
    9. Safety Harbor: Construction is now 30% completed.
    10. St. Pete Beach: Not present.
    11. St. Petersburg: Summer reading in full swing. Major construction on main library expected to be completed by next spring.
    12. Seminole: Awaiting word from SPC on dates for replacement of (defective) carpeting. Plan to begin looking at ways of updating the Teen Room in late August. Hoping to submit a formal request to conduct a space planning study for the library to SPC in the near future as a first step towards approval.
